What Chapter 13 of the California Math Framework Means for Instructional Materials

A glimpse into what publishers have been asked to include in math instructional materials

 

In July 2023, California’s State Board of Education (SBE) adopted the Mathematics Framework for California Public Schools: Kindergarten Through Grade Twelve. As we’ve shared in prior blogs, this updated Framework is a guidance document designed to help educators implement the state standards as intended. 

While the majority of the Framework is educator-facing, Chapter 13 addresses a different audience; it intends to support publishers and content developers of instructional materials to serve California’s diverse student population. Chapter 13 strives to help define what high-quality instructional materials (HQIM) should look like in California, outlining expectations to guide publishers’ revisions and enhancements of materials to meet the needs of California students and educators.

What does Chapter 13 mean for my adoption work?

Chapter 13 tells us that publishers must “have strengths” in many core ideas outlined in the Framework for a set of materials to be “suitable” for adoption and considered for the 2025 California math materials state list.

In November of 2023, the Instructional Quality Commission (IQC) approved California Department of Education’s (CDE) Criteria Map for use during the review process. The map is based on the recommendations outlined in Chapter 13 and will eventually be used by reviewers to make program adoption recommendations for the State Board. The CDE timeline indicates that the State Board will finalize and share recommendations for the new math materials state list in November 2025. While the state list will only include recommended K–8 materials, the framework also outlines materials guidance for high schools.
